The program is aimed at enhancing the consistency and clarity of legal terminology and legislative texts in the field of criminal law of the Republic of Kazakhstan through comprehensive scientific analysis and linguistic monitoring of the current criminal legislation. It seeks to identify and correct discrepancies between the Kazakh and Russian versions of legal texts and to develop a unified legal terminology in the Kazakh language within the sphere of criminal law and legislation. By integrating best practices from Turkic countries (such as the Republic of Turkey) in ensuring the authenticity of legal texts and creating an explanatory dictionary of legal terms in the field of criminal law in Kazakhstan, the program is designed to ensure the accuracy and reliability of legal texts. This will contribute to strengthening the national legal framework, ensuring full accessibility and comprehension of laws for all citizens of Kazakhstan, and supporting the achievement of the socio-economic development goals outlined in national strategic documents.

The goal of the program is to study the current criminal legislation of the Republic of Kazakhstan to assess the authenticity of legal texts in Kazakh and Russian and to ensure the uniform use of legal terminology.
The implementation of the program will strengthen legal science in the field of criminal law in Kazakhstan in the state language by generating new scientific knowledge.
The program will also initiate a gradual transition of the legislative process to the state language.
Moreover, the program will help advance the currently stalled process of drafting laws in the Kazakh language through the formation of a unified legal terminology.
In addition, the program will promote the widespread and correct use of the state language in the field of criminal law (in legislation, the judiciary, the prosecutor’s office, legal defense, law enforcement agencies, and legal education).

The primary beneficiaries of the program’s results are the legal expert community and the Kazakh-speaking population of the country.
The social impact of the program lies in increasing legal awareness and reducing public discontent by providing citizens with access to clear and readable laws in the Kazakh language.
Correcting errors in laws written in the state language, forming a unified legal terminology in Kazakh, and the broad use of the state language in the legal system represent a step toward social justice for Kazakh-speaking citizens who have been deprived of access to understandable legal texts, justice, and legal services in their native language.
